The system of property rights of rural land is a household contract responsibility system, based on the socialist public ownership in China, the basic feature is that the proprietary rights is seperated from managerial rights. Theformer belongs to the collectivity while the latter belongs to the farmer family — the managerial unit. The household contract responsibility system is a successful example of the reform of the system of rural land property rights that has exerted a great influence on rural economic growth. With the development of the reform of rural economic system, the drawback to the system han got more and more serious and has become a majoy impediment to rural economic growth.Firstyly, the author makes an investigation of the present researching situation and the development trend of the related fields at home and abroad. In addition to this ,the author expounds the related theory about the land propertyrights and the system of it. Finally, on the basis of the combination of theoryand practice, through the carful analysis on the dilemma of the system and making good use of the successful experience of the reform of other typical countries or areas, the author puts forward a proposal of rebuilding a framework on the system of property rights of rural land:That is rebuilding the system of property rights of rural land, based on thevillage land collective ownership, with the collective land using system withcompensation as its core to realize the sustained land resource and a rationaldistribution. On behalf of the whole society, the country makes macroeconomicprogramme and regulation on the scarce land resource according to law in orderto ensur the benefit of the societyl. Meanwhile, the country realizes the landprofit re-disttribution and the essential requirement of socialist pubic ownershipthrough levying the sales income taxes and land value added taxes to regulate thedifference of land management.
