| Along with the industrialization and the urbanization, a large number of rural collective land has been requisitioned. Since a series of problems are caused by land requisition compensation standards, the conflict and the contradiction between farmers and stakeholders have been aggravated. To improve the land requisition compensation and resettlement policy, this study adjusts the land requisition price outcomes that retrieved in 2011 in Cangzhou City. This procedure could also ensure the accuracy of land requisition price outcomes based on the practicle principles. The whole process fully guarantes farmers’ rights, eases the contradictions, and improves the efficiency of land acquisition. Initially, this study described the basic concepts of land requisition pricing standard, as well as reviewing evaluation theory. This study also combined with the natural, social, economic situations, land planning and related policy system, considering the marketing factors, retrieved updated land comprehensive value for Cangzhou City and Cang County. The primary contents and outcomes of this thesis are as follows.(1) Develop a set-pair analysis model for the division of land area in Cangzhou City. In this research village is set as the basic spatial unit to establish the evaluation index system. Based on the set-pair analysis model, the influence factor and its corresponding level of the basic unit are determined, and the degree of similarities and differences of all the basic unit and its corresponding to the situation are calcualted. The size of the state are identified for the level match of the basic unit. For units with low potential attitude, comprehensive considering location factors such as main roads and rivers, are properly reorganized to complete the final division of the land area.(2) Utilise the coefficient updating model to update the integrated prices of land requisition areas with various herarchies. With full consideration of last round land survey outcomes, the changes are considered from the consumer price index, the per capita disposable income, land price index and per capita GDP economic market indicators, combined with relevant government policies and psychological expectations of land prices, formulated the revision coefficient and updated the integrated section price of land requisition area.(3) This study also uses Kriging interpolation method to obtain the land price index distribution map with the spatial resolution of 500 m. By comparing the changes of the land price index in each side of the administrative boundary and the calculation of the price changes of the land acquisition, the balance between two sides is comprehensively analyzed.(4) Validate the reliability and effectiveness of the outcomes for balancing the price of land requisition areas from the angles of time, space, and the link of the recent basic land price system. From the spatial perspective, based on the zoning of Cangzhou regional, urban agglomeration scale, infrastructure, economic development level and comprehensive service ability, comprehensively analyzed the weighted averaging land quality scores of Cangzhou counties. Retrieved Cangzhou City and Cangxian new land acquisition compensation standards by comparison, within the matching of the scope of the overall economy and social development status, which has been proved scientifically correct. Thus based on comparison between land price of new land acquisition area and newest industrial benchmark land price, based on the cost method calculated the logic of benchmark land price, as well as land development costs and tax fee. The calculated government comprehensive price standard access to land is still slightly less than the benchmark price, which proved that the accuracy and balance of the validated piece price and benchmark land price. These regulations ensure that the government could get benefits by land acquisition and sell while the new acquisition price significantly increased, which increased the possibility of applying new land acquisition price in the local government level.This thesis could be a reference for the development of the land acquisition price standard of other regions. |
