Urban land supply is an important means of macro-control, land prices in the land market is the most important economic lever. Therefore, building scientific and strict urban land price evaluation mechanism and its role is particularly important, its role was how, largely determines the efficiency of urban land use, land prices and changes in direction.With the continued growth in demand Shangqiu urban sites, the obvious contradiction between supply and demand of land resources, land prices change rapidly. And the existing system of urban land price, land price assessment greater flexibility and vulnerability to human factors, the average price level for the benchmark land area and now the potential of the poor, the premium space for internal changes and evolution to guide land supply activities, research cities there are some limitations. How to establish and implement scientific land supply district-price evaluation system, it is essential for the construction of Shangqiu fair regulate land market.Land supply block price is different homogeneous geographical land normal market conditions established by the government on a regular basis, according to the commercial, residential, industrial and other purposes, namely to assess the average price of a valuation reference date determined by the statutory maximum area of land use right term. This article first survey collected premium Shangqiu City in 2014 samples, based on the establishment of a database of samples premium premium data corrected; secondly, the use of multi-factor comprehensive evaluation method to calculate factors combined scores, to establish factors like land price and value between mathematical model to calculate the premium based on the mathematical model of the road grid; at the same time explore the data analysis, choose the appropriate model for spatial interpolation, Kriging spatial interpolation to establish the appropriate model to calculate the premium based on spatial interpolation road grid model; through Compare these two methods of analysis, overlay analysis method should be used will be the results of the two methods combine to arrive for the region is priced more in line with the level of Shangqiu urban land market.It concluded as follows:(1) The combined effect of the mathematical model based on samples between the land value and methods to assess the factors for Block Price, was divided into 77 zones piece(road network), the premium range of 884-3415 yuan / square meter, the resulting the road network and the actual land price premium correlation analysis, the R2 = 0.9295, more in line with the actual situation.(2) Land-based samples Kriging spatial interpolation methods to assess the price sheet for the region, was divided into 77 zones piece(road network), the premium range of 1016-3871 yuan / square meter, the resulting road net premium and the actual land price correlation analysis, the R2 = 0.8036, in line with the actual situation.(3) Obtained by the two methods were compared land road network, combined with the actual situation of the advantages and disadvantages of the two methods, the sample sufficient land area of the city center, the paper chose two methods as the average of the results Block Price achievement for Shangqiu residential land; land in the peripheral region of insufficient sample results obtained with the mathematical model method for Block Price final results.
