Study On Development Strategy For Circular Economy Industry Of End-of-life Vehicle In Fengyang County

China is a country with the biggest population in the world, natural resource shortage and serious environment pollution. Comparatively, its automobile industry is in high-speed growth. Vehicle population of China will reach 0.2 billion by 2020, and there will be more than 14 million end-of-life (EOL) vehicle accordingly. The production of vehicles consumes thousands over thousands of steel, plastics, rubber, glass, nonferrous metals, textile and all kinds of chemical products every year. Every production stages from original materials, finished product material to component products will consume large amount of resources. However, the natural resources are very limited, most of which are non-renewable mineral resource. If the natural resources cannot be recycled effectively, it will result in resource exhaustion eventually.Considering the above background, based on the theoretical foundation of circular economy, sustainable development, ecological economy, ecological industry, ecology and philosophy, the article aims to conduct a deep research on circular economy of end-of-life vehicle industry in Fengyang County, trying to analyze problems and status of this industry in the aspects of recycling channels, dismantling technology, policies and regulations, subsidy mechanism, market-oriented operation and information network establishment, etc by comparing current situation of China with successful experiences of America, Japan, Germany and other developed countries.The article suggests in development countermeasure of end-of-life vehicle industry that Fengyang County shall change traditional development mode, optimize organization of EOL vehicle industry, strengthen government function, stimulate development of circular economy, prolonging industry chain and finish economic transition in time. Regarding to government policies, Fengyang County shall perfect laws and regulations on recycling utilization of EOL vehicle, strengthen supervision on EOL vehicle circular economy industry and build relevant industry chains. Meanwhile, it also leaves some space for further study of EOL vehicle recycling system. The end-of-life vehicle recycling system with Chinese characteristics in Fengyang County also has exemplary influence and holds lessons for study and development of EOL vehicle recycling system in other areas of China.
