As a traditional resource industry, there are some problems in the development of the GUANGXI calcium carbonate industry:Industry chain is not very perfect, lack of brand effect, the management level is low, the low level of information technology industry, serious environmental pollution and industrial concentration. Resource driven development model difficult to continue, the industrial transformation is upgrading imminent. Taking innovation as the driving force of the development of GUANGXI calcium carbonate industry, will greatly solve the current severe problems that the industry is facing, and promote the industry to go on the road of intensive, efficient and sustainable development. Innovation is the advanced form of innovation, Collaborative mode can be form the innovation agglomeration effect, improve the efficiency of innovation, form the good developed trend of innovation, collaborative innovation is the key to upgrade GUANGXI calcium carbonate industry innovation level. The existing research focuses on the motivation, mode, performance and constraint mechanism of collaborative innovation, the main focus on the enterprise or college. Although there are a few studies on the role of government in collaborative innovation, but mainly research from the macro level, the government’s role is concerned about how to position or function how to play. To demonstrate the necessity of the government function, and to analyze the role of the government in the perspective of theory is less, and the research on the government’s role in the collaborative innovation of resource based industries is less. Based on this, this paper take the triple helix theory as a guide, analysis the government involvement necessity in collaborative innovation, from the guidance, promotion, coordination and service four aspects to analysis the role of government conducts in collaborative innovation.Through the analysis of the application of theoretical tools, combined with field research and interviews, several conclusions drawn in this paper:First of all, government’s function is essential in the process of GUANGXI calcium carbonate industry collaborative innovation. Through the role of government, the enterprises, universities, research institutes, financial institutions and intermediaries are gathering together. Promote the integration and sharing of innovation resources, strengthen the interaction and cooperation between the main bodies of innovation, form the basic pattern of collaborative innovation. Secondly, due to the lack of willingness to cooperate, relevant laws and regulations are not perfect, the lack of top-level design policy, collaborative innovation mechanism is not perfect, the government and the market interaction is not obvious. Government function still inadequate, promote efforts to coordinate the function is not perfect, the service behavior is not in place and other issues. The last, according to the role of government existence the insufficiency and the reasons, put forward some suggestions to promotion the development of GUANGXI calcium carbonate industry collaborative innovation: strengthen government guidance and policy impetus, improve government capacity to coordinate and optimize the service behavior, and construct collaborative innovation model under the action of the government, Provide suggestions for further development, expand the "political-research-grant-financial-agency " collaborative innovation activities.
