Study On The Influence Factors Of Peasant Household’s Forest Right Circulation In Heilongjiang Province

The forestry industry as a special industry, not only is an important part of national economy,and bear the important task of national ecological security. With the rapid development of economy and the progress of the society, forestry development faces new requirements, collective forest right system reform steadily. Up to now, the main body of collective forest right system reform has been basically completed, and the deepening of collective forest right system reform becomes an important task of the present development of forestry. The task of supporting reform of collective forest right system mainly includes: regulating the circulation of forest right, expanding forest right mortgage and forestry insurance, exploring the forest cutting management system, etc.Especially the key task is to regulate the circulation of forest right task, it decides the success or failure of collective forest right system reform. However, the present forest rights circulation has many problems, including that farmers participation rate is low, the circulation is not standard,Farmers rights and benefits are not protected. Therefore, the study of farmers forest rights circulation influence factors has important practical significance.In this paper, on the basis of consulting a large number of literature and data, after reviewing the relevant theoretical results at home and abroad, the author based on the theory of scale economy, farmer behavior theory, resource allocation theory, analyzes the present situation of collective forest rights circulation in Heilongjiang province and the existing problems. In the perspective of farmers forest right circulation, the author using the method of theoretical analysis and empirical analysis to research farmers the influence factors of the circulation of collective forest rights in Heilongjiang province, put forward some suggestions. The aim is to regulate the circulation of forest rights market and improve the forest right circulation mechanism, to provide the direction of the efforts for Heilongjiang province in accordance with the orderly circulation of collective forest rights, to improve the utilization efficiency of forest resources, to accelerate the turnover rate of the forestry capital, to promote the development of collective forests in Heilongjiang province, to provide countermeasures and Suggestions, to provide theoretical reference for related forestry policy.The author visited field and issued questionnaires found that the current situation of Heilongjiang province forest right circulation. According to the results of visit and questionnaire,the author analyzes the present situation and the existing problems of collective forest rights circulation in Heilongjiang province, summarizes the following problems of collective forest rightscirculation in Heilongjiang province, low flow rate, flow and flow market supply and demand imbalance.On the basis of the household behavior theory and the scale economy theory, analysis the influence factors of affecting farmers forest right circulation, summed up macro and micro factors affecting factors of farmers forest right circulation. Macro factors include: the stability of forest right, the perfect degree of the forest right transfer laws and the social service system of forest right circulation and the rural social security system. Micro influence factors include: household characteristics, the characteristics of farm households and farmers forest resources and their management.The author using the method of quantitative analysis to analysis the influence factors of farmers forest right roll-in and roll-out behavior through establishing a Logistic regression model from the head of the household characteristics, family characteristics, forest rights transfer market and policy system characteristics. Result shows that the householder age, proportion of non-agricultural income, whether there is a forest right trading center in the local has a significant impact on farmers behavior of forest land transfer-out.the householder age, whether the mortgage loan is easy or not, the difficulty of applying cutting index of forest has a significant impact on farmers behavior of forest land transfer-in.According to the research results, the following countermeasures are put forward to promote farmers’ participation in the transfer of forest rights in Heilongjiang Province. These measures include strengthening the construction forest right circulation system, improving the financial environment of forest right circulation and the service mechanism of the forest right circulation,strengthen supervision and management of collective forest right circulation, improve the financial environment of the forest right circulation, improve the service mechanism of forest right transfer,giving full play to the rural autonomy organization function, using the function of the rural self-government organization.
