| The forest tenure circulation is the main content of the reform collective forest right system.It is an effective way to solve the problem of fragmentation of forest land in Chinese collective forest area and realized the scale management of forestry.In recent years,the government has made great efforts to promote the reform of forest tenure circulation system.This has greatly optimized the allocation of forest resources and promoted the development of forestry industry and realized the income of mountain farmers.The farmers' rights and interests is the core of the problem.Chun'an county is forestry key county of zhejiang province,to explore the present situation,the rights and interests protection of the forest right circulation situation,protection of the rights and interests of sample households forest rights circulation and situation,analysis of forest right circulation and on the relationship between the protection of the rights and interests of farmers can provide experience for reference to other forest reform,has certain practical significance.Using the secondary data collection,interviews and questionnaire survey to collect information,using descriptive statistics,comparative analysis and single factor variance analysis in chunan county forest right transfer and its influence on rights and interests of farmers,the results are as follows:(1)Chun'an County land transfer is mainly used for Chun'an County forestry industry development,forest tourism,and gradually showing the scale gradually expanded,the main gradually diversified characteristics.The main circulation means of forest property right is leasing.The main forest category is economic forest.The main circulating intermediary is the village committee.The price of transfer-in is significantly higher than the price of transfer-out.Satisfaction of the farmers who has completed transfer is not very high.The willing of farmers who has not completed transfer is not strong.(2)Chun'an county farmers in the protection of economic rights and political rights has obtained certain achievements,mainly include: flow policy clear,flow program specification,forest right mortgage loans to alleviate pressure,inflows into homes,the forest right insurance to enhance the anti-risk ability,increase the farmer's income of forestry,forest.The problems mainly include: forest right mortgage financing difficulty gradually increase,the government administrative means intervention autonomous choice,turn a peasant households in a weak position in terms of pricing,standard contract does not lead to roll out door usufruct is damaged,right to know are violated,etc.(3)The circulation scale,price,main body,circulating forest type and intermediary have significant influence on the protection of farmers' rights and interests.The transfer scale and price have a significant positive effect on the protection of farmers' rights and interests,i.e.the larger the circulation scale,the more protected the farmers' rights and interests.The higher the price,the more protected the farmers' rights;The protection of farmers' rights and interests of agricultural enterprises and cooperatives is significantly higher than those transferred to the main body.There is a significant effect on the protection of farmers' rights and interests in the circulation forest,which has the highest protection of farmers' rights and interests in the economic forest circulation,and the lowest in firewood forest.The transfer intermediary is the highest protection for the village committee's farmers' rights and interests,the co-op is the second,and the trading platform is the lowest.To this end,the following Suggestions are proposed: to guide farmers to jointly transfer to better protect their own rights and interests;Transfer to agricultural enterprises,cooperatives,and other scale operation subjects as far as possible;Establish a scientific and reasonable price environment and improve the status and role of village committee in circulation intermediary. |
