In recent years, the CPC Central Committee and the State Council attach great importance to the development of the tourism industry. The tourism industry has important strategic significance to China’s overall economic and social development. With the transformation of the development of tourism, tourist reception facilities are also in the unceasing development. The hotel industry cluster emerged with the rise and development of hotel industry. Due to the administrative, economic, cultural reasons, hotel industrial cluster is formed in a particular region with a large scale of hotel aggregation, which also attracts relevant stakeholders of enterprises gathered into this region. Since the “reform and open up”, especially the capital operation and support policy in the past ten years, gradually formed the hotel clusters in Tianjin area, which show strong economic vitality. However, we can not ignored that our hotel cluster at this stage of the development process is facing many challenges, with the introduction of “The Eight Regulations of Anti-Corruption”, the hotel industry is facing tremendous pressure of industrial restructuring and service upgrading. Under such pressure, as the foundation of the Hotel cluster, how the individual hotel to gain competitive advantage and achieve sustainable development become the basic problem of the transformation and upgrade of the industrial clusters.In the past, the studies of hotel competitive advantage mostly focus on the micro level of individual hotel. Those studies pay attention to various functional parts of hotel, and try to find the problem in the development of the hotel and find out the corresponding solutions. However, the past researches of cluster are based on intermediate-sense, which try to find the intrinsic mechanism of the whole industrial clusters. This paper attempts to discuss from a new perspective. Using the literature research method, propose the factors of how hotel industrial cluster affect the competitive advantage of the individual hotel. And then using empirical methods, collect data of star hotel in Tianjin with questionnaire, analysis how various factors impact on the competitive advantage of individual hotel, further summarizes the mechanism. Finally, investigate that individual hotels should choose what kind of competitive strategy to establish and consolidate their competitive advantage under the background of the hotel industry agglomeration. Specifically, this paper explores the layer depth of several sub problems:(1) To explore the factors which affect the enterprise competitive advantage under the background of hotel industry cluster.(2) To analysis the interaction between various factors of cluster and the competitive advantage of firms.(3) Study under the background of the hotel industry agglomeration, how the individual hotel build competitive advantage.In order to discuss the above research questions, this paper uses theoretical research and empirical research combined with literature studying. Through the above research work, this paper draws the following conclusions:(1) The factors which affect the enterprise competitive advantage under the background of hotel industry cluster, namely: cluster resource level, network level, orderly competition and regional brand advantage.(2) The richness and complementary of the resources in the cluster promotes the improvement of the competitive advantage of the hotel business performance, but it does not promote the internal quality of the enterprise, which includes employee satisfaction and customer satisfaction.(3) Network level of contact has a higher consistency with the hotel’s internal quality level. It also plays very good role in promoting employee satisfaction and customer satisfaction, but it does not, to a large extent, influence the operating performance of individual hotels.(4) The orderly competition factor does well in promoting the operating performance and internal quality of individual hotels.(5)The regional brand advantage factor does well in promoting the operating performance and internal quality of individual hotels.(6) The strategic choice of individual hotel of industry cluster is mainly about the role of the unit in the cluster and the nature of the industry and the life cycle of the cluster.Such discussion, not only make some attempt for future research about empirical and theoretical, but also conducive to enrich and improve the hotel industry competitive advantage theory, and have a new visual angle of the strategic choice of individual hotels. In practice, discussion from this point of view also helped to promote the regional economic development of Tianjin city, let the win-win idea permeate into the interior of the hotel industrial cluster and make the regional hotel industry development enter a benign competition and cooperation circle.
