With the development of economy and improvement of science and technology, the environmental and energy problems of human society has become increasingly prominent. As an emerging industry, new energy automotive industry that use electricity power the car instead of fuel can alleviate the situation the society faces efficiently. It has attracted more and more attention. However, the short of charging infrastructure is a serious constraint to the development new energy automotive industry. That the operating and profit model is not so clear makes the investors’interests are not guaranteed. It also restricts the large-scale construction of charging infrastructure. How to achieve marketization of charging pile has become the chief problem to be settled to promote the development of new energy automotive industry.BJ city are in the domestic leading position of new energy automotive industry and the planning and construction of charge infrastructure has reached a certain scale. But limited by these factors above, the situation nowadays doesn’t yet make any useful effect on new energy automotive industry.New energy automotive industry started early in foreign countries, so they have relative mature experience in research of charging infrastructure, especially America, Japan and France. Our country is still on the primary stage of charging infrastructure which exist so many problems. The development status and the support of public policy in foreign charging infrastructure can provide enlightenments and references for domestic market.The most common operating model of charge infrastructure in BJ city is to make the cost recovery through service fee for investors. Under this model, the payback period is long and the profit status of charge infrastructure operator is not so optimistic. After comprehensive analysis of human and economy of different area in BJ city, we think that the development of human and economy can match up with the demand of charge. We divide BJcity into four parts by demand of charge. Through designing a charging model of service fee differentiation, we adopt that different area has different service fee standards. This model makes the cost of charge infrastructure operator in the area of high charging demand that can be recycled quicker than before, and improve the profit status of the operators. For these two charging model, through net present value analysis model, we calculate the economic benefits and pay-back period, and compare them with each other to make a more intuitive and accurate judgement, the economic benefits of the charging model of service fee differentiation is improving considerable through comparing with the current charging model. The new model is feasible for marketization in charging pile. The exploration of charge infrastructure operating model is still on the way, there must be a more adequate operating model will appear in the nearer future.
