Study On The Competitiveness Of City Logistics Based On Regional Perspective

ABSTRACT:City is the key node and important carrier during the development of logistics industry. It intensively embodies the developmental level and overall strength of logistics industry in China. It is conducive to improve the impact of city economy and keep economic growth stable by developing competitive logistics industry which fits city’s own demand. At present, the city logistics has the problem of blindly planning, ambiguously positioning, policy system in chaos, etc. Evaluating the competitiveness of city logistics and analyzing the strength and weakness in detail is theoretical and practical for defining the development pattern of city logistics objectively and accurately, formulating scientific and reasonable strategic program, and putting forward effective and feasible solutions. The content of this paper lies as follows.(1) The paper has studied the theory system of City Logistics Competitiveness (CLC). The paper gives the definition of CLC, and points out that CLC is composed of six elements. Based on the connotation of CLC elements, the paper reveals that two main reasons influence the competitiveness of the city logistics. One is the efficiency of the city logistics; the other is the coordination degree of city logistics and economy.(2) The paper has constructed the evaluation model of CLC. Specifically, indexes corresponding with the six elements of CLC are selected. Using the factor analysis method, the paper constructs the evaluation model of CLC which contains 6 second grade indexes and 22 third grade indexes.(3) The paper has analyzed the impact of city logistics industry efficiency to CLC. The paper defines the city logistics industry efficiency based on the concept of industry efficiency in economic field. The paper also analyzes the promotion mechanism of city logistics industry efficiency to city logistics industry, drawn on the classical economics theory. The logistics infrastructure, investment and labor are selected as input indicators, and logistics scale as output indicators. Data Envelopment Analysis (DEA) is chosen to establish the evaluation model of city logistics industry efficiency.(4) The paper has analyzed the impact on the CLC which is caused by the coordination degree of the city logistics and economy. Based on the complex system theory, the paper analyses the implication of "logistics-economy" composite system, the composition of its subsystem, and the coordinate development mechanism of city logistics and economy. Applying the order parameter function and deviation coefficient minimization model, the paper set up grading standards for the coordination of city logistics.In view of regional vision, the paper selects Nanning as the research object, and studies comparatively among the city groups of Beibu Gulf, Qianzhong, Dianzhong, Chengyu, and Pearl River Delta. The paper also analyzes the characteristics of CLC from two dimensions:one is city logistics industry efficiency; the other is the coordination degree of city logistics and economy. Revealing the problems of Nanning logistics development, the paper puts forward the suggestions to improve logistics competitiveness of Nanning.
