Under the big background in the current deepening the reform of state-owned enterprises, state-owned enterprises has been pushed to the spotlight of the whole society, the problems existed in many state-owned enterprises also exposed one by one out, such as enterprise strong administrative color, rigid personnel system, employee incentive measures are not in place and other problems. While the incentive measures are not in place, resulting in frontline employees work without the sense of initiative. State-owned enterprises need to adjust the incentive measures, the use of more effective means of motivation, to enhance the enthusiasm of the staff and maintain the vitality of enterprises.The total labor costs of state-owned enterprises is fairly strict controlled by the State-owned Assets Supervision and Administration Commission, state-owned enterprises is facing the cost constrained, put forward to did not significantly increase the enterprise burden, under the existing conditions, better use of resources to strengthen incentive and enhance the enthusiasm of the staff.In this paper, the U telecom desiring institute as an example, through the analysis of different types of groups of employees, found the most effective non salary incentives for different groups of employees. And integrate these measures organically to form a complete non-salary incentive system.In this paper after the study found that non salary incentive of U telecom desiring institute mainly include the two part, appraised and praise, there are incentives in the form of single, incentive efficiency is not high, incentive limited role, failed to make full use of resources and other issues, leading to the non-salary motivation effect is not obvious. Need to make a new adjustment and construction, in order to achieve no increase the resources of the case, greatly enhance the effect of incentives.This paper studies that establish perfect honor system, set a good example and to set goals that are clearly appropriate and proper authorization, establish the benign competition mechanism and establish a good corporate culture are applicable to U telecom desiring institute of non-salary incentives.This paper focuses on the research of the state-owned enterprise which is represented by the U telecom desiring institute. The conclusion can be extended to the similar people in other state-owned enterprises.
