Agricultural modernization provides a great market environment and various technical facilities for the improvement of agricultural products’quality. Despite the overall development trend, the problems of the quality and safety of agricultural products have emerged both at home and abroad and have posed a great threat to consumers’health and confidence in agricultural products, which calls for more attention on enhancing the management of agricultural products’ quality and protecting consumers’legal right. The quality of agricultural products highly relies on the control of the productive process, and it is difficult to promote mechanical production for some agricultural enterprises in the backward area or on the early stage of growth. All these problems have added more difficulty to the quality control of agricultural products. NF corporation is a famous leading enterprise of agricultural industrialization in Jiangsu province, the establishment of its system of product quality control on one hand can strengthen its brand and can accelerate its pace of going public, on the other hand, can be a role model to companies in the same industry or on the same growth stage, and can eventually improve the overall quality of domestic agricultural products.This paper adopts the method of combining normative research with case study, and comparative analysis, to explore how to build up the system of agricultural product quality control in the planting industry, according to the case of NF corporation. First, learn some theory and practical experience about agricultural product quality control, such as domestic and overseas literature and classic theory on quality control, our country’s policy on the management of the agricultural product safety, and the practical experience of quality control in some typical cases. Compared to the foreign literature, the literature on agricultural product quality control in our country has a common problem of focusing too much on the control effectiveness despite the high input and low efficiency. Some quality control theory has been developed till now such as the inner control theory of product quality, the total quality management theory, and the quality cost theory etc. However, all these theory are made just for industrial products, and need to be amended with the characteristics of agricultural products when applied to this type of products. Our country’s quality control policy on the agricultural products consists of the code of primary products quality security and the chapters relating to product quality in the basic norms of internal control. The cases that happened in the USA and our country are respectively used to show the importance of product quality tracing and inner control in guaranteeing product quality. Second, get a knowledge of NF corporation’s quality control practice. Because I once participated in the project of revising NF corporation’s inner control system, I have learned its overall operation process and the business relating to product quality. And I also get familiar with its history and fundamentals of management on product quality control from NF corporation’s inner control system and its other quality management systems of agricultural products.The first step to set up NF corporation’s agricultural quality control system is to establish its strategy of agricultural product quality control, and adjust the existed means of quality control under the guidance of the strategy. This paper firstly sets up a control style for agricultural product quality according to the growth stage of NF corporation. A company’s quality control strategy is often decided by the growth phase it stays in at present. To a company in its initial that has an elastic investment budget, it tends to expand market share and build up reputation by exercising strict control over its product quality regardless of the cost devoted. In contrast, a company that goes downhill often aims to withdraw its cash flow as much as possible by cutting down cost including quality cost to improve operating efficiency. Only the company that is fast developing or has been highly developed will put the same importance on both product quality and operating efficiency. Because NF corporation is such a company that is already highly developed, its agricultural product quality control should be mild and incremental. After analyzing the objectives and the existed problems of NF corporation’s agricultural product quality control, this paper adopts the method of building an inner control system, and lays out a control map for NF corporation which is like a pyramid made up with the factors including target, business, operation, methods from top to bottom. This paper also takes the quality control cost into account, and balances the cost and quality when choosing quality control measures. With the quality control map, this paper then revises the existed means of quality control and designs a path to realize this quality control system, which consists of setting, conducting, assessing and adjusting the quality target and the cost budget, and prepares solutions for problems that may occur in this process like the establishment and assessment of quality control cost budget. This quality control system is expected to resolve all the existed problems in agricultural product quality control of NF corporation and to keep a balance between the efficiency and effectiveness of quality control. However, this system is not suitable to corporations that is not highly developed, and has not dealt with problems like assessing the achievement of the quality target and the cost budget on the operational level, which need to be further studied.The process of establishing NF corporation’s agricultural product quality control system provides us some innovative conclusions. Firstly, a company should establish its quality control strategy and its overall quality control style based on its growth stage when it begins to manage its product quality. Secondly, to most companies that is highly developed, the product quality control is just a gradual and incremental restoration on its existed fundamentals of management and means of control. Thirdly, the quality objectives should not be achieved regardless of the cost budget, companies in their initial also need to enhance their assessment of cost budget and to improve their efficiency on quality control.
