The Deviation Phenomenon In Implementation Of SCI-TECH SME Innovation Fund Policy Of China

With the development of science and technology and knowledge economy, science and technology innovation has increasingly become an important means to promote China’s national power. In recent years, as a result of the need of social development, in combination with characteristics of small and mid-sized enterprise, the country increased emphasis on science and technology development of small and medium-sized enterprises. The government policy on innovation fund support increased dramatically, relieve the small and mid-sized enterprise funds shortage, encourage enterprise technology innovation and economic development. However, as the country’s public policy, Innovation fund has multiple tasks, such as economy, politics, society, culture, only through the support of the multilateral cooperation and supporting policies to promote the realization of their policy objectives. Due to complicated relationships of the central government, small and mid-sized enterprises, local governments, investment consultancy, countries in solving the enterprise funds problems following produced deviation. Therefore, how to solve the deviation phenomenon, make small and mid-sized enterprise get rid of financial distress, become an important subject in front of the government.This article uses the theory of policy implementation interaction model, institutional change theory, governance theory; it puts forward the model of policy implementation deviation theory framework. By studying the manifestations and causes of local government policy implementation deviation, deviation of policy implementation way of governance, further analyzing the policy goal of innovation fund policy, policy content and binding measures. Through the above literature research, combining innovation fund policy implementation process of case analysis, interviews, precipitating factor of innovation fund policy implementation deviation phenomenon and the reason for success. This article argues that in reference to the traditional effective policy implementation supervision measures, the state can take advantage of the standard system, establishing the management teams, integrated information exchange platform, promote ideology to optimize innovation fund policy implementation. Through internal autonomous innovation fund industry management standards, establish policy implementation supervision team; punish the offenders, small and mid-sized enterprise to optimize autonomous system.In order to identify the influence innovation fund policy execution and the relationship between the enterprise innovations, this article has established the deviation mode, from the perspective of promoting policy effective execution, to discuss the government countermeasures of deviation phenomenon.Because of the complexity of technology-based SMEs, as well as the limitation of research conditions, the sample of this article is A pharmaceutical company, it main business scope is the development of pharmaceutical intermediates. Therefore, this article studies in policy implementation scope and representative aspects exist deficiencies, needs further research.
