Study On The Police Of Counterpart Assistant Implementation Deviation

The police of counterpart assistant is based on highly imbalanceregional development in China. Its model is that the first developed regionsthrough the unpaid transfer of capital, technology and personnel to the poorareas, to promote the economic and social developments of thepoverty-stricken areas of western. The policy of counterpart assistance isimplemented by the government and supported by all social forces. So far,a total of21provinces executed this policy and achieved remarkable results.It is a complicated systematic project involved a number of factors,including the policy itself, the main bodies, the resources and theenvironment of the policy implementation. These factors affect theimplementation of policy and will result in the implementation deviation,such as alternative-style execution and selective execution, resulting inpolicies diverging from the original target. This paper will study on the various performances of policiesimplementation deviation, and analyze its reasons by Smith’s policyexecution model, including the policy itself, the main bodies, target groupsand the institutional environment of the policy.
