This paper introduced the background and research significance of Land auction system. Throughout analyzing the development of history process of land supply situation in China, several problems had been put forward during the implement of Land auction system. In order to promote urban economic development, How to improve the urban land auction system and effectively manage urban land market had become an urgent scientific problem.Fuding city was selected to research object, research on Land auction system at home and abroad were summarized in this paper. The basic theory of Land auction system and development procession of Chinese land auction system were introduced as well as. Multidisciplinary methods of empirical analysis and comparative research, the combination of using from point to flat surface and from the case to the overall were used to analyze the advantage and disadvantages of land supply system and policy. Land auction supply data and other related statistical data from 2011 to 2014 year in Fuding city were analyzed and evaluated in order to research the problems that existed the process of land auction in Fuding city. The results showed that unreasonable supply of affordable housing, lack of effective supervision after the land transfer, land market disorder, problems existing in the process of land reserves and hard handling uncompleted buildings. The corresponding solutions and measures are put forward:First, in terms of the problem of affordable housing, improving land provision, promoting enterprise quality and reasonable distribution; Second, the implementation of land regulation, including the supervision of the late transfer fund, strengthen penalties of land price warning and idle land; Third, improving the corresponding ancillary facility and construction of a clean government; Standardizing the order of land market of administrative examination and approval; Producing feasible resolutions of solving supervision difficulties, regulating illegal behavior and capital turnover. Creatively solve the problem of uncompleted buildings. At last, the paper outlooks the land auction system from the reformation of land reserve mechanism and political system of the economic system. |
