With China’s economic development and urbanization, environmental issues are increasingly valued by the people. With the tendency of relevant national policies, landscaping industry has great development space. As the core area of the "Silk Road Economic Belt", Urumqi’s require more environmental construction in the process of urbanization because of its fragile ecological environment. As the state-owned enterprisesdirectly under Xinjiang Production and Construction Corps’twelfth division which located in Urumqi, Xinjiang Zhongyi Kaiye Landscaping Corporation has great potential for development. By analyzing its external environment within the building EFE matrix and IFE matrix, the article outlines the internal and external environment to provide a valuable reference for corporate strategy development. The score of external environment is slightly higher than the industry average level, and the score of internal environment is slightly lower than the industry average level through internal and external environment analysis.Then by its basic of SWOT analysis, the article develops corporate positioning and development strategies. The corporate strategic goal is that, "The company has become a comprehensive landscaping company in the country with influence and competitiveness through 10 years of development, providing customers services to meet demand of landscape design, landscape ecology amusement, nursery stock purchase."And in accordance with the overall objectives, the article sets in three stages to achieve. Strategic choice that the Landscape Group should adopt the "diversification strategy" and "integration strategy"; the Group should take the portfolio optimization method of product strategies to gain competitive advantage; company management strategies should be functioning and enhancement of marketing, human resources, financial management, engineering and technology to enable enterprises to achieve leapfrog development, as a support of the Garden Group’s overall development strategy.Finally, through the gradual decomposition of the implementation and control strategies to achieve business development strategy, and through the capital, talent, corporate culture, leadership, information security business development strategy.
