Evaluation On The Comprehensive Efficiency Of Healthy Aquaculture At Background Of Modern Fisheries Land Planning Implementation

As an important industry of agriculture, aquaculture makes great contribution in adjustment of structure of rural industry, increasing peasants’ income and so on. The total output of aquatic products of Hubei Province in 2015 reaches 455.89 ten thousand ton, and for this index Hubei Province has been first in all provinces of China for twenty years continually. With its considerable development, aquaculture in Hubei Province has confronted problems such as deterioration of waterbody and decline of fisheries resources, which limit its sustainable development. Consequently, carrying out healthy aquaculture and constructing modern fisheries facilities should be an urgent mission in order to change the growth model of aquaculture and promote resources conservation and sound environment and green development. Modern fisheries facilities are material basis of healthy aquaculture, and modern fisheries land planning is a significant step in investment and construction of modern fisheries projects. It is crucial for making full use of water and land resources to enhance efficient production and ensuring healthy aquaculture of green, circle and pollution- free that arrange fisheries facilities and plan land use scientifically and reasonably.At present, domestic researches in this field are still rare.This paper takes Xishui County in Hubei Province as a case and does main research from two aspects, which is based on analysis of background and purpose of the research and the literature reviews of modern fisheries land planning and healthy aquaculture evaluation from domestic and foreign reference. First, taking healthy aquaculture demonstration bases in Qingquan town of Xishui County as a case, this paper discusses the methods, process and effect of modern fisheries land planning very carefully.These show the key function of modern fisheries land planning in the development of healthy aquaculture. Second, at background of modern fisheries land planning, this paper founds an index system from three aspects of economy, society and ecology and adopts entropy method to calculate the comprehensive efficiency as well as the efficiencies on economy, society and ecology of healthy aquaculture in Xishui County.The results of the research indicate that the comprehensive efficiency of healthy aquaculture in Xishui County has average annual growth of 34.9%, which displays increasing trend year by year. The efficiencies on economy, society and environment, have average annual growth of 47.3%, 24.9% and 18.3% respectively, and the efficiency on economy increases most rapidly. The three efficiencies have achieved coordinated development. The research also shows that the rate that tertiary industry of fisheries contributes comprehensive efficiencies has been low, so it will still have a lot of progress in the future. At last, this paper puts forward practical proposals in terms of modern fisheries development and healthy aquaculture in Xishui County.
