The Impact For Grain Production Technical Efficiency By The Labor Transfer In Henan Province

As Chinese important commodity grain base and one of Chinese major grain production areas, Henan province provides ten percent of Chinese grain total output each year. By the end of 2014, The grain production of Henan province reached up to 57.72 million tons, achieving continuous growth in eleven years., On the one hand, the growth in grain production dues to the increase of production factors inputs. On the other hand the increase of grain production thanks to the production efficiency increase. Although the grain production increases, there is another fact had to be considered. With the advance of urbanization, a large number of rural labor was transferred from agricultural production to non-agricultural industries. On one hand the labor force transfer can release the pressure of human resources which dependent on agricultural production to a certain extent and Improve the allocative efficiency of production resources. But on the other hand, owing to the labor force transfer the structure of the rural labor force appears features of feminization, aging and low quality oriented. Under the double constraints of Henan cultivated land resources and labor input, the intensive growth mode based on the technical efficiency is scientific and sustainable. Hence, this paper will study the labor transfer and technical efficiency of grain production in the same framework. It is of great significance in food production in Henan Province and the rational allocation of labor resources.Based on the elucidation of correlation theory, this paper analyses grain production and labor transfer in Henan Province at first. Secondly, it synthetically calculates the technical efficiency of grain production of 18 cities in Henan province from 2004 to 2013 by using DEA-Tobit two-step method under the perspective of macro and investigates the change of technical efficiency of grain production which was influenced by labor transfer,urbanization level, government’s agricultural support policy, agricultural development level and agricultural infrastructure and so on. The results show that the scale of labortransfer and agricultural development level have a significant impact on the technical efficiency of grain production. The influence of urbanization level and the financial support funds for agriculture was negative. Posteriorly, this paper analyses the technical efficiency of grain production from the Micro Perspective and investigates the impact on grain production efficiency technology influence based on the scale, quality, age, region and genetic endowments of labor transfer. The investigation shows that the influence of the technical efficiency of grain production by the scale and age of labor transfer is negative in 2014. Finally, by comprehensively analyzing the results and the actual situation in Henan province, this paper puts forward some policy suggestions with meaning of practice about the rational allocation of labor resources and the improvement of the technical efficiency of grain production in Henan province.
