High-speed railway is an important symbol of modernization of railway and a green transport with energy conservation and environmental protection. It also has features of high speed, stability, non-pollution, safe and comfortable, etc. Therefore, many countries put the priority to the development of high-speed rail as the focus of transport policy. Since the Beijing-Tianjin railway put into use, the high-speed railway running mileage have reached 16000 km. With the development of railway in China, a large number of high-speed rail projects are built, the project has met unprecedented opportunities. Railway industry has entered the era of high-speed railway. After high-speed rail projects have built, human resources required to run the project were allocated by the local railway administration and limited by the Recruitment policy of the Ministry of Railways Administration. Thus, human resources can only be optimized configuration in the railway existing staff. Human resources have been one of the most dynamic and creative factors of operation of the high speed railway project. Therefore, it is important to study the human resource allocation in high-speed railway project operation, which can promote the development of high-speed rail in China.This paper takes the beijing-shijiazhuang high-speed opening project as an example. First, the present study reviewed the background of the research, the development of high-speed railway in the domestic and foreign history, the significance of the topic and research methods. Second, we expounded the related theories of human resource allocation, including the project management theory, the meaning of project human resource management and expounds the characteristics of human resource allocation project management taking the human resource allocation project of beijing-shijiazhuang express way as an example. Third, briefly introduces the basic situation of the beijing-shijiazhuang high speed railway, and analyzes the problems of the human resource allocation. The fourth chapter, the fifth chapter, the sixth chapter and the seventh chapter are the core content of this article, the project management process of human resource allocation in the beijing-shijiazhuang high speed railway is discussed from four stages of project planning, project implementation, project control and implementation effect evaluation from the perspective of project management.Due to the high-speed railway is a new thing in our country, there is no unified position and personnel standards and fixed mode of management. This study aimed to design a human resource optimal allocation scheme in order to Support the project management and enterprise operation strategy effectively, promote the systematization, normalization and professionalism of human resource and provide a reference of human resource configuration mode for future rapid development of high-speed railway.
