Y. C. Wang, chairman of Formosa plastics Corporation, said:"talent is the most important for a company," which revealed talent playing an important role in the modern business management. In the face of the increasingly competition, enterprise wants to keep lead in society, it originals of the competition of talents. Thus, how to attract talents to the enterprise and make them grow up along with enterprise are an important project for the human resource manager. Modern enterprises have recognized the importance of the human resource management. Usually, human resource management determines the fate of enterprises. Recruitment exercise, as one groundwork of human resource management exercise, is critical to survival and development of enterprises. Meanwhile, recruitment exercise can supply the talents for an enterprise and offer the power to the growth of an enterprise. It is crucial of enterprise competition. Efficient recruitment exercise can attract right talents for running and developing an enterprise, which can create an inestimable value.The research object of this article is P company, which belongs to the insurance industry and the property of enterprise is state-owned. Based on the human resources related theory, this paper will focus on the recruitment exercise. By analyzing the current recruitment exercise of P company, the problems are found out and the recruitment system are optimized and designed. In the way, the. company can draw a clear distinction of the job responsibilities between the human resource department and others’departments. Combing post responsibility and key competency factors can provide guide for the recruitment exercise. In addition, a scientific recruitment system can provide theoretical basis for promoting and standardizing the P company’s overall human resource management, solving the recruitment dilemma of P company and achieving strategic target of P company.This paper includes six parts. The first part is introduction which introduces the research background, content, overview on present research situation, methods and thesis framework. The second part is the theory of recruitment, the paper introduces the concept, function, channel, process and so on. The third part is the introduction of an overview of P company, the situation of human resources and recruitment implementation present situation. The fourth part is the analysis of the problem in the recruitment process. The fifth part proposes the solutions for the above problems. In the last part, the protection factors for implementing the optimization project of recruitment system has been given.
