Study On Measuring Method Of High- Speed Railway On Regional Economic Development Benefit

With the rapid development of railway industry in China, high-speed rail as a large transportation construction project has significant effect to promote the regional economic development of our country, if it can be relatively accurate to measure the benefit, it will play an important role in the evaluation and program of railway construction project. The influence is extremely complex because of its connected with industry and space impacts.At present, people have been more and more concerned how to evaluate generalized influence brought by the large transportation project, such as the labor productivity, employment effect and the influence of regional development. Gradually, people realized that these effects were not well reflected in the conventional cost benefit analysis. The relationship of current regional economy and macro-economic impact analysis and cost benefit analysis is not clear, and complex index system and some indicators which are difficult to quantify are the deficiencies.By reading a large number of literature at home and abroad, the article combed the main regional economic impact analysis methods of high-speed rail, chose the practical experience of Germany, Britain, Japan as the basis of reference; According to Chinese present situation and the insufficiencies, select the agglomeration effect evaluation method for reference, on the basis of local equilibrium theory, based on the core idea "economic mass", using the econometric model to measure our country’s regional economic development benefit; by analyzing Nanchang-Ganzhou high-speed rail, the result found that the regional economic development benefit of the project is in the same order of magnitude of that in cost benefit analysis, and reflected the importance of economic development benefit. Furthermore, development benefit is not covered in the regular, it can be used as an important supplement of cost benefit analysis for a more comprehensive economic benefit evaluation of high-speed rail project.
