There exists a mutual influence among the power generation enterprises, grid companies and power users in power system, which has significant influence on the overall efficiency of the whole power system. Before the reform of electric power system, power generation, power grid enterprises and power user belongs to a same benefit main body and plays a positive role in the maintenance of security and stability of power system. However, along with the transformation of economic system and the reform of electric power system, the independent interest subjects each does things in their own way and expands aimlessly which makes the power system in a state of disorder and seriously impacts on the power system coordination and operation efficiency. At present our country has become the world’s largest energy consumer, but the energy use efficiency is far lower than the international average level. As the center of global energy, the electric power industry must undertake the ecological responsibility, strengthen its ability of saving energy and reducing consumption, speed up structural adjustment. Finally ensure the coordinated development between each main body and improve the overall efficiency.The optimization problem of power system has been a focus for the power system engineers and scholars, the main problems which need to be solved is how to optimize the configuration of system resources and schedule system operation condition of the equipment on the premise of meet the load demand, so that the power generation, transmission and distribution, users of power system can interact with each other, finally realizes orderly and efficient operation. At present, study on the power system coordination is only from the coordination of a single subject or between two subjects, and still does not take the three main body all into consideration. The current paper is used to construct an appraisal index system regulating the developing level of the power system in terms of quantity, quality and structure and build the calculation model which is modeled upon the capacity of coupling defined in physics. The empirical study part, taking Jilin Province as an example, a qualitative assessment is also made of the coordination of power system in the years from 2004 to 2013, then picking up a few key indicators from the three subsystems to do sensitive analysis and the results is the specific promotion potential of each indicator. Finally, putting forward some suggestions and strategic recommendations as countermeasures based on the results of the empirical study and sensitivity analysis.
