A Study On Government Functions In The Urban Village Reconstruction

Urban village is an unique population settlement form in the process of urbanization of China. Nowadays,there are many problems in urban villages, housing with high density and poor quality, population with complex structure and poor mobility, poor environment with security breaches, retain their traditional management systems, etc. These problems make government recognize the inevitability of the reconstruction of village and reconstruction must be implemented as soon as possible.Government plays an important role in urban village reconstruction,The completion of the reconstruction of village depends on the government functions in the degree. Through the analysis of government functions, we can obtain the government problems in the reconstruction of urban village.Based on case analysis of the reconstruction of urban village in XI ’ an, combined with the theory of government functions,this paper identifies the government problems in the reconstruction of urban village, and the function changes direction.The transformation of government functions come from three aspects, namely economic functions,social functions and oversight functions. On economic functions aspects,we main proposed recommends about strengthening land management, perfect land management related policy and strengthening low rental of construction and management, hoping that villagers get compensation legitimate before transformation,tenants crowd can be properly placed after transformation.On social functions aspects,we proposed recommends as provide career training and employment way for villagers and human management, special thing special do, thus creating conditions for villagers integrate into city life.On supervision functions aspects,we proposed recommends that perfect supervision mechanism and chief public transparency,strengthening supervision management of the government and enhance the credibility ofthe Government.
