Based On Ecological Constraints To Choose Leading Industry For Yunnan Province

Yunnan province is facing the pressure from economic development and environmental protection. On one hand, because of the social, historical, geographical and other factors, The development speed of economic is far behind other province of China. In order to accelerate the economics and narrow the gap with other regions, we must choose right leading industries for the regions. Because leading industry is the engine for economic development that can drive the development of other industries, promote the overall development of the national economy. On the other hand, Yunnan province located in China’s Yunnan-Guizhou Plateau, special geological features, ecological, environmental and other factors make destruction of the environment and ecological imbalances frequently. Therefore, Yunnan is also responsible for protecting the ecological environment, and reducing resource consumption. To achieve sustainable development of regional economy, selecting the right leading industry under the constraints of the ecological environment is the key to solve the economic development, environmental protection and other issues in Yunnan.Based on the above analysis, we should follow the line of "ecological and environmental constraints -Leading Industry Selection Criteria - Leading Industries to work". Firstly, analysis the situations of ecological environment and industrial development in Yunnan Province, according to the relationship between industrial development and environmental quality, Yunnan province is till on the increasing stage of environmental Kuznets curve, the ecological and environmental constrains for industrial become increasingly prominent. Secondly, under the ecological restraints mechanisms of selected leading industry and innovate the indicators, taking into account the differences in industrial demand for resources, environmental pollution, energy consumption, etc. Taking ecological factors into consideration, and adding to the choosing system, we use the index of ecological support resources and index of environment to reflect the two indicators. Combining qualitative analysis and quantitative analysis methods to select nine leading industries for Yunnan province. They are:tobacco manufacturing, electrical machinery and equipment manufacturing, general equipment manufacturing, tourism, computer and electronic equipment manufacturing, special equipment manufacturing, pharmaceutical manufacturing, non-ferrous metal smelting and rolling industry, transportation equipment manufacturing industry. Finally, as the ecological environmental capacity, ecological capacity constrains is vary from different regions. Obeying the concept of "circular economy", researching the matching stands between the leading industries and the ecological environment, And discussing the right development model for leading industry.
