Analysis On The Farmer’s Behavior And Will Of Land Contract Management Right Circulation

With the rapid development of urbanization and agricultural modernization of our country and the large number of labor transfer, the farmer’s land contract management right circulation has quickened significantly. So development of moderate scale management has become an inevitable trend. It is beneficial to improve labor efficiency, optimize land resource allocation and realize the agricultural efficiency, farmer’s income by the orderly land circulation and moderate scale management. In the process of land circulation, farmer is the key and the principle is farmer circulate the land voluntary and paid in accordance with the law. With the scientific research and reasonable guidance, the purpose is improving the willingness of farmer’s land circulation and ensuring farmer to be the active participant and the real beneficiaries of land circulation and moderate scale management.This paper choose peasant households of Duolun county in Xilinhot as the research starting point, to collect the basic information of the farmer and the land circulation situation through the field observation, interview and questionnaire. In the first place through present situation analysis the problem in the process of land circulation, it press(?) that the scale is small and be difficult to achieve scale management requirement; the transfer process is not standardized and even some of the transfer contrary to the wishes of farmers. The main mode of transfer is enterprise contract Park, large planting management and the transfer between farmers. There are entanglement and potential risks when the land circulates to enterprise or planting large. When the circulation between farmers the problem is fragmented serious and do not sign a written contract. Secondly, through the establishment of Logit model, the influence factors and the degree of farmers’ willingness of land transfer were analyzed, and the countermeasures and suggestions were put forward.Empirical analysis results show that the land circulation willingness of farmers will be affected by factors like total number of labor force, agricultural subsidies, the proportion of agricultural income, nonfarm labor time and social security. And the greatest impact on the proportion of agricultural income. Based on this, the paper puts forward the countermeasures that improve farmers’nonfarm employment ability and raise income level, sound social security system and form the long-term mechanism, raising awareness of farmers to encourage large-scale operation, develop various forms of moderate scale management, strengthen the construction of intermediary organizations and strengthen supervision and management. Through these measures to better promote the orderly and efficient land circulation, to realize moderate scale management and achieve the goal of raising the agricultural efficiency and increasing farmer’s income.
