It is very important that the two factors labor and land should be rationally allocated for improving the utilization. Farmer’s professional differentiation, rural labor transfer and land circulation has been increased the mobility of land and labor, which has been improving the utilization as well. However, with the fast development of the rural areas, the labor and land which supports the agriculture has been unbalance on structure. On the one hand, there is lack of necessary coordination between rural labor transfer and land circulation. The number of rural labor going outside too high, but the short of labor in the countryside, left too many lands wasted or abandoned, which causes low produce. Thus it goes against enlarging scale-operation of the land, and effects the development of rural economy. On the other hand, social security system is inadequate in our countries at present, and agency for land circulation is lack. So the result comes that rural labor transfer is not complete, and farmer with off-farm income is more common, which is against the development of the market of land circulation. Therefore, how to improve the process of rural labor conversion, to improve land circulation, to increase the efficiency of land, which is the urgent problem that should be solved in the development of agriculture, and is the aim of this paper as well.This paper firstly defines the conception of farmer’s professional differentiation, rural labor transfer and land circulation basing the result of former researchers; and then analyzes the circulation of labor and land theoretically, analyzing the effects and mechanism of land circulation causing by farmer’s professional differentiation and rural labor transfer by using the Resource Allocation Theory, Dual Economy Theory and Push-Pull Theory of rural labor transfer. I got the present overall situation and the problems of farmer’s professional differentiation, rural labor transfer and land circulation in Shaxian by questionnaire, studied the mutual effect among three parts from the aspects of farmer’s professional differentiation and rural labor transfer based the realistic situation, using normative and empirical analysis after data processing, and found the factors to land circulationThe result of this paper shows that farmer’s professional differentiation and rural labor transfer affects land circulation to some extent. Farmer’s side-work more deviating from agriculture is basically proportional to the probability of land circulation; family with larger number of side-work clines to land circulation; side-work outside the country will increase the efficiency of land circulation. Meanwhile, land circulation causes by many factors, such as farmer’s feature, farmer’s family structure, outside circumstance, land property rights, the policy of land circulation, status of development in country and so on; there are different factors between roll-in and roll-out. The relationship among farmer’s professional differentiation, rural labor transfer and land circulation is mutual and complex. Though farmer’s professional differentiation, rural labor transfer and land circulation has increased the circulation of labor and land, further research on rational allocation of those two production factors is still needed.At last, targeted solutions are proposed from the angle that promoting the transfer of surplus rural labor by developing the non-agricultural industry to accelerate land circulation and rural labor transfer, such as raise the quality of the labor through enhancing the professional training; developing the service agent like specialized farmer cooperatives; enhance the reform and creativity of relative rules and regulations; optimize the management of the system of the operation of contracted land etc.
