As the global economic is showing the trend of integrated competition, the competition among enterprises is no longer just within the industry rivals, and the company needs to work together with other companies in the upstream and downstream supply chain. Now the energy metering device has become a major part of the inventory management in power supply enterprise, to change the traditional inventory management thinking, through a partnership between the supply chain with suppliers, vendors and end-users can effectively integrate the resources, reduce operating costs, improve inventory management efficiency.This paper analyzed inventory management strategy, replenishment ordering model, demand forecasting and inventory performance research, found that if emboded the forecasting and inventory management strategy into the system and designed the appropriate processes and function modules, it can promote enterprises in the supply chain inventory management at a practical point of view. The paper analyzed the business needs of energy metering device inventory management of the Beijing Power Supply Company, found that the information need to be unified and the efficiency of information sharing should be improved. Also the mathematical model needs to participate to assist the operator decides to purchase and deployment of quantity. Hence based on the business needs, the paper designed the system with the functions included purchase order, arrival verification, inventory maintenance, warehouse inventory, asset allocation and equipment elimination, and designed the processes for each functional module, emboded the demand forecasting model into purchase order module, the entropy evaluation model into the asset allocation module. It enhanced the overall efficiency of inventory management, but also to protect the safety stock, reduce the risk of business operations. This paper built the demand forecasting model based on the SVM Model, finding that using the radial basis kernel function parameter optimization and grid search method can improve forecast accuracy. Meanwhile this paper built the linkage adjustment strategy based on the entropy assessment model, found that using the distribution rights of the regional library that calculated from the historical data can make the system to have the functions of deployment review and triggering procurement planning. Also it can ensure the safety stock conditions while accurately reflect the number of purchase orders. This paper designed the system function framework, also the processes, hardware and software deployment architecture, data integration approach, embedding the inventory demand forecasting model and asset deployment models, which make the system can support auxiliary decision and can improve the overall operational efficiency. The system design has practical operability so that company with similar business could take it as a system design reference.
