Study On The Interactive Efficiency Of Marine Economy And Land Regional Economy Based On Land And Sea Integration In Zhejiang Province

The earth’s environment is made up by the interaction and mutual influence of the two basic geomorphic units of the earth’s surface which is called the sea and land. As the booming of world’s population and the growing pressure of resources and environment, more and more people find the potential for development of the ocean. It has been an effective method to reduce the pressure of population, resources and environment as well as impetutuing the modernization of China’s coastal areas by developing the marine economy. The marine economy of Zhejiang province has made unprecedented progress since the 21st century, and the marine industry system is also highly developed. But we should still clearly recognize the scale and quality of Marine economy in Zhejiang province in the national level and find out the way to realize the sustainable development of regional economy in Zhejiang province by interacting the use of land and sea, as well as the coordinating relationship between marine economy and land economy.In order to analysis the efficiency of Zhejiang marine economy, the efficiency of utilization of land resources and the utilization of marine resources, method of DEA is adopt(data envelopment analysis) through appropriate index system. The aim of this paper is to find out the reason which cause the low interaction efficiency of land and sea in Zhejiang province and seek to find the proper path to develop Marine economy based on the resource and industry foundation.The main conclusions are as follows:(1)According to the quantitative analysis, the proportion of marine economy to Zhejiang’s total output is quite low and the pull effect on the national economy is not high, which is extremely disproportionate with the richness of the marine resources.(2)Based on the situation of Zhejiang province and the features of the Marine economy, the DEA analysis model of Zhejiang Marine economy, Marine economic efficiency of utilizing land resources, land use efficiency are established, as well as the corresponding index system.(3)The results of DEA evaluation indicate that the major problems of marine economy and development of marine economic interaction are as follows: unreasonable resource allocation, low efficiency of marine fishery industry, pollution to the ocean and so on.(4)The proper path to the development of economy as a whole in Zhejiang province are as follows:set the Ningbo-Zhou Shan port as the center of port industrial cluster; promote the interaction of marine fishery, ship manufacturing, coastal tourism, marine industry; establish the comprehensive management mode of ecological system in the coastal zone; improve the social and ecological support of interactive development of the land and sea.
