Research On The Influencing Factors Of Liaoning Province’s High Technology Enterprises Technology Innovation Ability

As the main body of technological innovation, high technology enterprises, whose development level represents the science and technology or even the comprehensive strength of a country or region, has gradually become a new economic growth point. Liaoning province has strong industrial foundation, and first mover advantage in technological innovation. In recent years, with the national strategy of "Revitalize the Old Industrial Bases in China’s Northeast ", the high technology enterprises in Liaoning province has speed development, and in 2013 the innovation ability comprehensive index of Liaoning province ranks 11 th in all country. However, Liaoning province does not enter the stage of innovation-driven, is still in the stage of transition from investment-driven to innovation-driven. In Liaoning province, financial support environment is not perfect enough, and the industrial structure needs to be adjusted. Compare with Jiangsu, Guangdong, Zhejiang and other provinces in the top, Liaoning is still backward, and the overall innovative vitality is insufficient.The high technology enterprises technology innovation ability is comprised of R&D ability, production ability and marketing ability. The influencing factors of Liaoning province’s high technology enterprises technology innovation are investment ability, introduction and absorption ability and environment supporting ability. On the basis of the existing references, this paper makes some modification according to the principle of data availability, reconstructs the index system, uses the relevant data of high technology enterprise of Liaoning province in 2013, and the structural equation model to make empirical research. This paper is to analyze the influence factors and its influence degree to the technology innovation ability in Liaoning province, and hope to provide some reference to the next phase of technology innovation construction in the high technology enterprises of Liaoning province.The main conclusion is that Liaoning high technology enterprises technology innovation investment ability, introduction and absorption ability and environment supporting ability have significant positive influence on the technological innovation ability. The investment ability is mainly measured by the number of full-time staff in science and technology activity, non-governmental spending and fixed assets formed by non-governmental funds. The introduction and absorption ability is mainly measured by introduction of foreign technology spending, digestion and absorption spending, spending on entrusting external institutions and domestic technology purchased spending. The environment supporting ability is mainly measured by the high and new technologyThe environment supporting ability is mainly measured by the high and new technology enterprise income tax relief, science and technology activity funds from the government and risk investment acquired in current year. Innovation lies in: one is that this paper made a research on influencing factors of high-tech enterprises in Liaoning Province technological innovation ability,others made a research on influencing factors of high-tech enterprises in other Province’s technological innovation ability; second is to do some corresponding modification of the existing index system, and the influence factors of high technology enterprises technology innovation ability of Liaoning province are set as technology innovation investment ability, introduction and absorption ability and environment supporting ability, to make it more in line with the reality of Liaoning province. The third is to use the structural equation model to research the influencing factors of high technology enterprises technology innovation ability in Liaoning province, and set up multiple observation index for a latent variables, so as to improve the reliability of the empirical analysis conclusions.
