Performance appraisal, as a component indispensable to the lean production, is the powerful guarantee to the sustainable, rapid and healthy development and to the realization of enterprise’s strategic target. In the practical application of military enterprise staff performance appraisal, a phenomenon is widely spread that the level of staff performance doesn’t match the enterprise development. Major staff do not recognize the existing appraisal system, leading to the difficulty in the company to enhance competitive power and to obtain the expected benefits. Therefore, it is significant to establish an effective performance appraisal system.LA companies were chosen as the research objects, which were combined with enterprise’s strategic development requirements and multiple performance management tools and methods, to help enterprises to establish a set of scientific and perfect performance appraisal system and improve the enterprises’productivity and comprehensive strength.The first part of this paper was the worldwide research status and the research ideas. Based on the status of LA companies, the second part analyzed the existing appraisal system of index, found out the problems of the existing appraisal system and the cause of these problems. Combined with the methods of KPI, PEM, TM, the third part determined the new performance appraisal system of index which would meet the current enterprise’s strategic development goals and satisfy the needs of enterprise’s development; it determined each index weight with the method of AHP, forming the new performance appraisal system; it then put forward the corresponding supporting measure, improve the performance appraisal system. On the basis of the entropy weight theory, the final part comprehensively evaluated the improved staff performance appraisal system, made clear the satisfaction level of staffs with the new system through the questionnaire, compared the practical application of the new system in enterprise with that of the old system, proving that the improved performance appraisal system is reasonable and feasible; Through a period of implementation, the new evaluation system solved the original problems and helped enterprises improve the performance level.
