As the national strategy of civil-military integration in-depth development, is China’s national security and development strategy from the overall situation. And it is an important measure of the overall harmonious development of the socio-economic construction and national defense construction. The State Council and local governments as the main promoter of both military and civilian integration is trying to advance the development of civil-military integration. Especially, the Borderland provinces want to seize the opportunity because of the inherent characteristics of natural conditions and economic development, the civil-military integration as the main propulsion under the "new normal" background of socio-economic development. However, the main problems of civil-military integration in-depth development lies in how deal with "depth", the depth of development requires to be different from the previous development, we should stick to the fundamentals for change.This paper uses the theory of administrative management, national innovation system theory and institutional change theory to analyze the civil-military integration. Meanwhile, it put forward building a comprehensive system to promote civil-military integration dept. From the content and historical development of civil-military integration, the paper analyzes the particularity of the borderland provinces and the obstacles to development of military and civilian integration. After in-depth study, the main problem lies in ideology, institutional mechanisms, policies and regulations, and the inherent pattern of interests. That the top-level design planning, including building a value concept, organizational structure, integrated mechanism, technical methods and legal safeguards, including a comprehensive operation system is to protect the civil-military integration "depth" of the development of fundamental theoretical and empirical analysis.
