Research On Civil-military Integration In The Industry

The development strategy of civil-military integration is the significant achievement of the long-term exploration for the coordination development between economic construction and national defense construction.Civil-military integration is the major policy decisions on the basis of national security and development strategy of global.Since the founding of new China,especially since the reform and opening up 30 years,significant results were obtained in civil-military integration.It is required upgrade for the theory and practice of civil-military integration,with the profound changes of the conditions and requirements have taken place with the development of the society.Therefore,it is a important logical train of thought to recognize the essential characteristics of civil-military integration.Extracting the essential characteristics of civil-military integration,deepening the understanding of civil-military integration,thus enriches the defense economic theory.In the aspect of practice,it is conducive to coordinate the economic construction and national defense construction as a whole,help to set up reasonable civil-military integration strategy plan and optimize the social and economic resource allocation.The paper does the research and obtaines the corresponding research conclusions and achievements from the following aspects:First of all,the essence of civil-military integration research.Resource scarcity is the fundamental reality of social economic institution and a basic assumption in economics research.The paper,defines the concept of the resources from economics.Then to research the process from the military and civilian separation to the civil-military integration in the perspectives of resources and boil down the essence of civil-military integration is to optimize the allocation of resources between the military and civilian.It is to analyse methods of allocation of resources from two aspects——monetary resources and physical resources.It is defined the concept of fairness and efficiency of resource allocation,on the basis of the analysis,discussed the goal of the allocation of resources and the contradiction between the two goals,and then studied the core target selection of civil-military integration.Secondly,the mechanism of resource allocation between the military and civilian.It is summarized the four influence factors of resource allocation between the two systems— — institution,the main body strength,the market and government and the internal organization and introduced the mechanism of the action of those factos in resources allocation in detail.The formation of related benefits fairness preference is an important factor in military and civilian resources allocation.Institutional change is the core element of the allocation,then to affect the equilibrium of the resources allocation.Under all those factors,the equilibrium of resources allocation between the military and civilian is come true with the fairness as a balanced condition,the institution and policy as guarantee.Thirdly,the realization of the game equilibrium for all interests subject.The subjects of civil-military integration include the central government,local government,army,military industrial enterprises and institutions and civil institutions and enterprises.The paper discuss and comb on the interest relations.Then building a evolutionary game model to analyse the military and civilian enterprise,the central government and local government,the local government and military industrial enterprises and institutions,etc.the game equilibrium solution is obtained and we also can obtain the by the balanced condition of each main subject and analyzes the optimal solution of each main body.At last,discuss the relationship between the subject and the institution,build the model of Lotka-Volterra and do the empirical analysis to find the rule of the equilibrium.From the relationship between the subject and the institution,this paper studies the correlation between the main body behavior and the institution.First of all,it is studied the resultant force of the main subjects to resource allocation between the military and civilian from the main body behavior characteristics.Then it is studied the institution and the effect to resource allocation between the military and civilian.Finally,combining the resultant force of the main subjects and the,it is build the model of Lotka-Volterra to simulate the forces,and do empirical researches from the reality of our country.From these phenomena,the paper analyzed the equilibrium constraints.
