Motor sales company is now on the cusp of transformation after years of phenomenal growth and development. Unlikely the hardware investment can yield quick returns, there is a large gap in software aspects compared with the foreign motor sales companies. Performance management system, as an important part for improving the software aspects, can directly affect the companies’ brand competitiveness. Employees’ potential can be greatly motivated if performance management can be used properly, thus can inject more vitality to the development of the company. Although performance management system has been established currently in many domestic companies, in fact, unfortunately, it cannot meet the development requirements of companies, hence, performance management system usually becomes a routine managements in many companies and its effect is certainly dubious.This paper takes the HY automobile sales company as the subject, following principles on linking theory with practice, the fact of performance management systems of HY motor sales company are introduced first, and then problems existed in the whole performance management system are analyzed, secondly, these problems are discussed from the point of process of the performance management system, subsequently improvements are proposed to ensure the purpose and principle of performance management system, and optimum designs are made in examination index, implementation, process and application aspects. Finally performance management process is specified, and optimum proposals are proposed from employee, system and organization to ensure the project running successfully and obtaining the desired results for HY company.The purpose of this article is to design a new efficiency performance management system by analyzing that system in HY motor sales company. The new system can improve the employees performance and meet the development demand of company. According to the performance management system based on the BSC, index should be selected by analyzing the company’s strategic goals. Some indexes such as increase rate of main business revenue, rate of return on common stockholders’ equity should be considered. At the same time the introduction of customer evaluation index such as the rate of customer complains and satisfaction should also be included. And what’s more Performance evaluation index of behavior ability is introduced innovatively, making the system more comprehensive. Except the optimization of the index system, five processes of the performance management system are also analyzed. The new performance management system can lay a good foundation of achieving the company’s strategic goals, and can provide directions and experience for other motor sales companies.
