On Withdrawal Pattern Of Rural Resident Land Under The New Urbanization Policy

Since the reform and opening up, the level of China’s urbanization has improved constantly, increasing the demand for construction land. Cultivated Land Protection requires revitalizing rural resident land to alleviate urban construction land gap. Currently, rural resident land is rigid assets, and restricts the improvement of farmers’ living conditions leading to the demand of reform of the rural management. The CPC Central Committee promulgated a number of Strategic land management reform policy, one of the important direction is the pilot reform of rural resident land. Study on the withdrawl pattern of rural resident land will improve land utilization, promote the formation of the rural land market the capitalized land to achieve the goal of common prosperity.Firstly, based on Williamson’s framework of institutional analysis, the article analyzes rural resident land Utilization. At present, the total amount of China’s rural resident land is large, with vacant and scattered layout. The cause of low utilization of rural resident land divides into social basis, institutional environment and governance structure three dimensions. Since resident land institutional environment radically restricted the usage, so this paper focuses on this level.Secondly, according to the core of new urbanization, the article promotes co-reform of rural resident land and household registration system. For the difference of census register policy and land regulation between urban and countryside, the rural land can’t flow freely while moving people are excluded from the protection of urban residents which limits the further urbanization. The core of new urbanization is people-oriented, which requires breaking the urban-rural dual structure, building rural resident land exit mode and making moving farmers become urban residents.The object of rural resident land withdrawl pattern should balance efficiency and fair. According to AID, the reform of rural resident land and household registration system is divided into four linkage mode. While different migration patterns suitable for different system reform, this paper focuses on migration from developed rural to developed urban to establish the exit mode of rural resident land and the household registration system reform. The withdrawl pattern of rural resident land includes mode selection, funding sources, compensation mechanism, interest distribution mechanism, management mechanism and exit procedures; reform of the household registration system involves the equivalent exchange of rights and interests between two household registration.This paper takes developed-developed model as an example to expand Case in Yi Wu. According to three kinds of withdrawl pattern investigated, different pattern takes different measures to reform household registration while withdrawl rural resident land, which provides reference for further optimization of withdrawl pattern.On the basis of the above summary analysis, we promote that different migration patterns proposed differentiated linkage policy of resident land withdrawl pattern and the household registration system reform.
