Research On Distribution Adjustment Mode Of Rural Resident Land And Distribution Policy Restructing

Urbanization and industrialization in China initiate large-scale factors mobility between urban and rural. A large number of rural labors and land resources get into the secondary and third industry from the agricultural production, result to the over 30 years and are still ongoing rapid economic growth of our country. In the macroeconomic situation, previous urban-rural split structure is gradually disintegrated, so the management system of urban and rural divided which built on the situation encounters great challenges. To reflect this case, a lot of wastes generated. In addition to this, the highly dispersed residential spatial layout forms following from the agrarian age have bad effects on improving of farmers'lives. So, it's not only a theoretical ideal but with reality of deep foundation to eliminate waste and reform the residential spatial layout forms within a short time, by starting the residential adjustment programs. The residential adjustment programs can shape a new residential land use pattern, results to eliminate waste and reform the spatial layout forms, also, to remove the historical burden of homestead use and the property right, and lay a good material foundation of the policy for residential reconstruction's improvement.Firstly, the characteristics of the residential utilization are summarized, which are large, idle and extensive use, etc. There are four reasons assumed to be responsible for the residential utilization according to this article:complicated function site of single-block house, declined proportion of farm income in rural household income, farmers'leave from land but not their homes, conflicts of the policy "one family, one house" and the principle of private property's protection. By analyzing the causes of the four major reasons, I figure out the last reason is the target of resetting the policy.Secondly, this article theorized three patterns of the adjustment on residential spatial forms, including the Rural Resident land extinction pattern, centralized model of the center village, and model of original village. The adjustment of residential spatial forms are premised on the realization of land ownership's adjustment, and according to the difficulties of them and whether get absorption of external forces(especially the government),we conduct a qualitative judgment, that the most difficult, the more and the least of the three modes respectively.Next, village layout is analyzed in Zhenhai District. After examining the concentration used in residential areas and village settlements, we pointed that it is the Rural Resident land extinction pattern that the concentration within the Residential Area shall be the corresponding adjustment model of Rural Resident land in the district of urban plan; It is the centralized model of the center village that was built within the standby land, which is determined by urban plan, the concentration of power is the implementation of urban plan, and it will evolve into the city in the near future; Villagers set of settlements corresponded the adjustment model of original village. According to the plan, adjusted in the Rural Resident land, the use of land resources in Zhenhai District will become even more economical and intensive, living of the farmers will also be significantly improved, and industrial layout will also become more reasonable. Then, selecting three typical residential area and village settlements which were the LianXing concentrated residential areas (corresponding to the Rural Resident land extinction pattern), MinLian concentrated residential area (corresponding to centralized model of the center village) and Wan Tong village concentrated settlements (corresponding to model of original village) to analysis. While Rural Resident Land adjustment had accomplished, it could form a more perfect use of the initial form of Rural Resident Land.Basing on it, we reconstructed the policy of Rural Resident Land, having the advantage of getting rid of the dependence on the original policy of the Rural Resident Land. After comparing two policies of empowering the people and returning the right to the Village, the policy of reconstruction to build mechanism to exit by returning the right of the excess of the Rural Resident Land to the collective Village, resolving the root causes of the phenomenon on the waste of Rural Resident Land. On the concrete form of returning the right to the village, the article choose the way of increasing the rent, in addition to the policy in the current Rural Resident Land benefit structure to curb the phenomenon of irrational possession of the Rural Resident Land. Through establishing the new structure policy of "welfare+rent", on the one hand, it can ensure the basic living needs of farmers; on the other hand, the collective village and their spokesmen charged rent by way of cost control policies to Rural Resident Land within reasonable limits.Finally, the conclusion of this article:After Rural Resident Land adjusted, we can form a more perfect use and property rights of the initial state of Rural Resident Land, and if it can apply to the policy system of the "welfare+rent" in the new Rural Resident Land,we will be able to clear up the root of the system on Rural Resident Land which was left unused.
