Studies On The Regional Comparative Advantage And Its Influencing Factors Of Potato Production In Inner Mongolia

China has the highest potato planting areas and yields in the world, under the situation that it is difficult to raise the level of grain crop production, taking into account the characteristics of high yield and rich nutrition of potato, it will become an important crop which can ensure food security in China. For this reason, the Ministry of Agriculture clearly proposes to implement the strategy of potato staple food in 2016, Inner Mongolia as the main potato producing areas, pregnant with opportunities. Potato is the dominant crop in Inner Mongolia, it plays an important role in increasing the income of farmers. But in recent years, some problems have been encountered in the development of potato industry, for example, the efficiency is not high, lack of innovative capacity, unsalable serious. Under the above background, it is necessary to study the regional comparative advantage and its influencing factor of potato production in Inner Mongolia, providing theoretical basis and suggestions for the development of Inner Mongolia potato industry in new opportunities.This paper takes the comparative advantage theories as a foundation, firstly, analyzing the production status of potato in Inner Mongolia province, secondly, using the comparative advantage index, studying the regional comparative advantage of potato production in Inner Mongolia systematically from different angles, once more, analyzing the formation factors of the regional comparative advantage of potato production in Inner Mongolia qualitatively.Based on this groundwork, using the grey correlation model to analyze the principal influencing factor of the regional comparative advantage of potato in Inner Mongolia.The results show that:(1) Potato production in Inner Mongolia has location advantages and product advantages, but in recent years, there is a downward trend, in scale advantage and efficiency advantage of potato production distribution in different regions.(2)The formation and change of the regional comparative advantage of potato production in Inner Mongolia are the result of the combined effects of natural endowments, production conditions, location factors, market factors, technical factors and policy factors. Potato producer price and the production price index have a larger influence on potato production scale comparative advantage of the present stage in Inner Mongolia, and effective irrigation area ratio, the disaster area ratio, usage amount of unit area’s agricultural fertilizer have a larger influence on comparative advantages of potato production efficiency in Inner Mongolia.Finally, the following countermeasures and suggestions are put forward based on the conclusions of the study:According to the principle of comparative advantage, optimizing the regional distribution of potato production, increasing financial support for agriculture tilt, strengthening the construction and maintenance of water conservancy facilities in potato production, establishing the potato market information system in order to provide information services to producers in a timely manner, strengthening the support of agricultural policy, improving the mechanization level of potato production, transferring the rural land legal orderly, improving the scale of potato production management level, improving the level of potato output through strengthen the innovation and application of agricultural science and technology.
