| As a part of China’s urbanization,Changping town,an important town in the Pearl River delta has experienced a huge increase in economic development and rapid urbanization. However, half the urbanization phenomenon is very noticeable, with "urbanization" resulting in mixed urban and rural land use, as well as rapid changes in social and economic structure in the transitional regions. So the levels of urbanization and urban quality require further improvements. Due to the contrast between rural homesteads and urban constructions,rural people are pouring into the city, resulting in an urban housing shortage caused by the increased population and land resource availability.After years of pilot projects,the development of rural homestead replacement work in Changping town has not gone very smoothly in regards to the process of rural residents and the government. This article analyzes the present situation and problems of homestead replacement in Changping town,and found problems in the process of homestead replacement,Dongguan city,despite the use of the "rural residents housing management method". There is no specific replacement policy in Changping town’s existing replacement planning and there is no specific compensation standard. In the replacement of Changping town rural households,the government applied replacement standards for all town residents within the scope of the relevant data, however they do not have overall statistics and the replacement work is more dispersed. This article proposes the government and the rural residents are the two main parties,and puts forward some suggestions for promoting rural homestead replacement. First of all,to improve the process of the homestead replacement guarantee mechanism,clear land displacement laws and regulations, reasonable planning and to ensure the homestead card replacement work of funds are in place.
