Study On The Replacement Of Homestead Under Background Of New Rural Construction

The problem of rural homestead, a wide range of large, complicated, involving the vital interests of farmers, is always one of the difficulties and hot spot of rural grassroots management. The circulation of replacement of the rural homestead, speed up the land property rights, asset-based, license-oriented steps, open up the new channel of private capital and bank capital into rural areas, is important to promote the building of new socialist countryside. In this paper, learning from the experience of Zhejiang, Shanghai, and Guangdong provinces, analysising the replacement homestead status of the Yang Wang village starting from the farmers, collective economic organizations, government, real estate companies, other non-governmental organizations and other aspects, summed up the homestead replacement of the specific mode of operation, and made the problems faced. At last, proposed perfecting the mechanisms of base replacement of Yang Wang village from the homestead protection mechanism during the replacement, mading good plan of land use to ensure intensive use and to develop the third sector.
