Researches On Energy Performance Contracting Of Building Energy Efficiency In Shandong Province

With the rapid development of economy, energy consumption has increaseddramatically. Because of large energy consumption of building, building energy efficiencyis one of the important aspects in energy conservation and emission reduction in ourcountry. So, besides the strengthen administration of energy conservation operation, butalso should retrofit buildings. Though building energy efficiency of our country, based onthe traditional energy saving system, has achieved good results, the process of buildingenergy efficiency, because of all kinds of market and non-market factors, still has beenhampered. So, this paper attempts to introduce Energy Performance Contracting (EPC), amarket-oriented energy-saving mode, to promote energy efficient retrofit for China’sbuilding.In order to take research in EPC of building energy efficiency, this article firstexpounded the concept, content and current situation of building energy efficiency inChina. And the article elaborated the meaning of EPC, the process and risk management ofenergy service companies basing on EPC mode, and raised some related measures of riskprevention. Secondly, by means of introducing the background of building energyefficiency and the development present situation of EPC in Shandong province, combiningwith the practice experiences at hone and abroad, revealed the existing problems of EPC inthe field of building energy efficiency in Shandong province. Thirdly, for the existingproblems of EPC in Shandong province, this article raised some suggestions of perfectingEPC mode and promoting the development of energy service companies from five aspects.Finally, a EPC application case proved the necessity and feasibility of EPC in the field ofbuilding energy efficiency, and indicated the direction of EPC in the field of buildingenergy efficiency for Shandong province.
