Overseas electric power EPC engineering will be the developing strategy for the electric power enterprises of China, concluded from the analysis of domestic and overseas market trend, electric power technology development level, overseas electric power engineering mode trend and so on, and at the meanwhile risk challenge follows. Based on this background, this paper carry out the risk identification and measures analysis for overseas electric power EPC engineering project, in order to give reference in both theory and practice aspects for the related enterprise, to avoid potential huge economic loss, and to enhance the international development overall strength of electric power enterprise of China.With the methods of literature analysis, survey research, charts analysis, experience analysis and other research methods, this paper have studied the domestic and international dynamic research status of risk management, risk management theory and the risk characteristics of overseas electric power EPC engineering project. Identify risk points and propose measures for overseas electric power EPC projects based on the actual engineering experience from Vertical and horizontal two dimensions. The horizontal dimension is from external objective risk points involving political, economic, financial, legal, labor, tax and natural risks; the Vertical dimension is from the risk points in each stage of the project life-cycles, including bidding, contract signing, design, material procurement, logistics storage and transportation, civil construction, quality assurance and other stages. And at the end, take a case for example, to validate this method, in hope to provide some reference for Electric power enterprises to enhance their overall strength in risk management.From theory and practice perspectives, this paper analyses and validates the practical and simply method for the enterprise transferring risk identification result to risk measures, based on the analysis of risk probability factor, risk consequence seriousness factor and comprehensive risk rank factor. And a Vertical and horizontal matrix risk factor identification method is presented in this paper, and risk identification database applicable to various companies, types and scales electric power engineering could be accumulated based on this method to provide basic information for similar engineering projects.The study shows that, although there is high risk in the overseas EPC project, but high risks follow with high profits. Through the identification of risks and reasonable measures in early stage to reduce the risk, the higher profits could be reached.
