With the rapid development of China’s national economy, differentiation of migrant workers become a prominent issue currently in the process of population.Differentiation between groups of migrant workers, mainly for economic differentiation, differentiation of the various aspects of the political and social status,differentiation of psychological identity, differentiation of these organizations is closely related to their organizations.Different organizational environment makes a big difference in the migrant workers social performance difference lifestyle,consumption patterns, values, social security and other aspects of growing, the surface problem of the phenomenon is the migrant workers. In fact, behind the refraction is the problem of enterprise management. Migrant workers are employed by companies or organizations. the process of urbanization belongs to the scope of human resource development and management. migrant worker is a key factor in achieving organizational goals, not only can companies provide work for them, development and opportunities for value realization, but also play a key role in smooth realization of the public.The main contents of this article: on the basis of the related concepts and research status about the migrant workers, Constructing GERT network model of citizen-based degree, to identify business is the key factor in the process of migrant workers.As a more developed economic region in Yangtze River Delta, Suzhou industrial development has an important position in China, urbanization is also among the nation.large number of migrant workers gathered here all over the country,therefore, the people of migrant workers in Suzhou has a certain representative.using the questionnaires, interviews to inspect the comparative analysis of our country people of migrant workers in the process showing a population differentiation phenomenon in Suzhou.using statistical methods for analyzing the effects of organizational citizen population of migrant workers in the process of differentiation,According to the different policy requirements found in different groups of migrant workers, developing targeted countermeasures and meet different levels of migrant workers.The article obtained the following conclusion: in the public process of migrantworkers, individual differences in organization, business organization efficiency differences, organizational management practices and organizational differences in the ability to get the difference of social resources play a key role in the differentiation in the public process of migrant workers;Among the different groups of migrant workers in the process of integration into society, government, business, social security institutions, migrant workers themselves play a significant effect on the public of the process, In order to the develop migrant workers and protect their social security interests.
