Partnership model as a new type of project management mode, rose indeveloped countries of the United States and Europe in the 1990 s, and already hasbeen a huge success. Cooperation based on reliance in Partnership model will helpchange the traditional principal-agent model, and set up the parties to come togetherto solve problems, to joint effort to reduce risk, and realize a win-win situation. Asrisk allocation is the core of realizing Partnership model successfully,this paperattempts to establish a scientific and effective risk allocation model,on the basis ofidentify risk and its distribution body of highway construction projects in Partneringmodel,and it is important significant to risk distribution between project participantsin the negotiations for contracts or agreements.This paper first introduced the application, elements and organizationstructurethe of partnership model,by the definition and compared with the traditionalproject management pattern, for research background providing the theoreticalsupport. Analyze risk by two reasons of the highway construction project propertiesand partnership model, and identify and analyze risk subject,so as to research riskdistribution of highway construction project from two aspects of object and subject.Second through generalizing the influence factors and risk distribution rules, putforward some basic assumptions and establish the risk allocation model according tothe most basic criterion that the maximum of the overall utility and the actual lowesttotal risk cost of risk subjects; For the influence of risk management ability to riskallocation, according to the principle of index design and the whole process ofproject risk management, establish the risk management ability evaluation indexsystem, correction risk distribution coefficient using the risk management abilityvalue determined by fuzzy comprehensive evaluation. Last, selecting a case as anexample of completed risk, distribute between the owner and the contractoraccording to the method introduced in this paper, to apply the distribution modelspecifically.The process of building and fixing risk distribution model considers the twoeffects of overall risk management utility and risk management ability of the two ofthe main body, concluded that strong side accounting for a large proportion whenoverall risk management utility achieved the maximum.
