| Social insurance is a safety net and stabilizer for the development of modern society. It is also important to people’s livelihood. The 18 th CPC National Congress required that, the government should establish a complete, multi-tiered and sustainable system for providing basic social security for both the urban and rural population, with emphasis on making the system more equitable and sustainable and ensuring the smooth transfer of social security accounts between localities. At the same time, the Congress required the government to improve the mechanism for supervising the work of social security agencies and make social security services more convenient and efficient for the people.Social security services is the basis to support the construction of social security. The social security management and service ability is the critical factor to whether the social security policy can be effectively implemented, and also is an important part of government social public service.In Guangdong Province, the government has made great progress in the development of social security, its’ social insurance system basically covers both urban and rural areas, but the social insurance management service system construction still can not satisfy the requirement of the Party and the government’ expectation to provide the integration of rural-urban service. However,the conflict between the supply from the government and the requirement of the social insurance service from people still exist. Therefore, the research on how to face the challenge in our social security service will show great significance and urgent.This paper is mainly based on the social security practice of Guangdong as an example, and it completely analyzes the nature and aim of social insurance service institutions, explains systematically the exploration and practice of Guangdong social insurance management services,summarize the main achievements, analyzes the grim situation and main problems. Moreover, the paper set the goal, basic principles and suggestions of Guangdong Province integration of rural-urban social insurance service. Finally, the writer ventures the opinion for the current hot issues such as social insurance service contract out and the introduction of market mechanism in service supply etc. |
