In recent years, Xinjiang’s relatively rapid economic development, economic development speed is higher than the national average rate of economic development in Xinjiang, but there are many difficult employment issues, the low growth rate of employment. With the economic development in Xinjiang, further development of industrialization and urbanization, there will be more of the first industry and the three industry practitioners to second. The size of the industrial economy of Xinjiang area is large, the absorption of employment is relatively small, there is a larger space for development. Economic competition in a large extent is the competition of the industry, Xinjiang region in industrial development still exist many practical problems, the slow process of industrialization, industrial chain extension enough and unbalanced structure, large differences between the districts, overall efficiency is not high. In order to study the various difficulties and problems existed in the development of industrial economy of Xinjiang region, to further enhance the Xinjiang industrial employment absorptive capacity, it is necessary to in-depth analysis of the employment status of the various prefectures of Xinjiang industry and industry.This collection of a large number of employment absorption capacity of related literature, including the domestic and employment related indicators, theoretical model, econometric model and Study on employment related issues methods, especially for the domestic related research for the problems of the industrial development in Xinjiang analysis, statement on the issue of employment development of Xinjiang and the Xinjiang Industrial Development and employment comprehensive discussion. The according to the 2001 to 2015, Xinjiang statistical yearbook and 2012 Xinjiang input output data, analyzes the current Xinjiang industrial and employment situation, analysis the industrial and employment structure warp coefficient and the Xinjiang industrial comparative labor productivity. And then use the industrial added value of elasticity, the employment elasticity of asset employment elasticity and tax analysis of the various prefectures of Xinjiang industry and each industry’s employment absorptive capacity, on this basis, and the use of principal component analysis is used to construct the various prefectures of Xinjiang industry and industry comprehensive employment elasticity index; and the use of input-output method from the labor input coefficient, synthesis employment coefficient and based on cost profit rate of employment absorb the space measurement of three aspects: the analysis of industry in Xinjiang employment absorption capacity. Finally, the moving average method, exponential smoothing method and longitudinal combination model predict the future of Xinjiang industry employment levels, in order to further more accurate predictions of future of industry of Xinjiang employment levels and according to the above three methods forecast results the construction of the model of horizontal composition. This paper according to the obtained results analysis, in view of the Xinjiang industrial employment absorbing conditions suggest the following several aspects:(1) Give the industrial growth "and" full employment " equal status;(2) Strengthen the employment to absorb the strong industry support;(3)Strengthen less developed areas of labor-intensive industry support.
