Research On Seafarers’ Job Qualification Management In WH Maritime Safety Administration

From “Zheng He’s voyages” to“Columbus Discovers the New World”,maritime transport not only made important contributions to the connection of the world, but also laid a foundation of economic boom. Meanwhile,increasingly serious marine pollution and frequent maritime traffic accidents draw great public attention along with the boom and development of maritime transport. And it will have a crucial impact on the social stability and economic development. The overall quality and the level of competency of the seafarers made a direct impact on the safety of shipping and cleaner oceans. Seafarers’ competence management is a system management that could not only improve the overall quality of the seafarers but also avoid the maritime accidents caused by human beings. After entry into force of the STCW Convention(International Convention on Standards of Training, Certification and Watchkeeping for Seafarers,STCW for short) amendments in Manila and the enactment of the amendment in our country, we raised a new claim in training and managing seafarers whether inside or outside the country. And it is a great challenge for the traditional mode of seafarer’s competency management.This paper mainly studies on seafarers’ competence management in WH maritime safety administration by surveys, literature research, comparative studies and other research methods. On the basis of reviewing the relevant literature about seafarers’ competence management at home and abroad, the author made a brief analysis and commentary. In this paper, we focus on two regions like Hubei province and Zhoushan of Zhejiang province to analyze the present situation of seafarers’ competency management and problems of management system in our country. After then, we focused on five aspects to examine the problems of seafarers’ competency management system in detail and to dig deeper into the reasons for WH maritime safety administration.Therefore, combined with actual work of seafarers’ competency management in WH maritime safety administration, we focused on practice from the grassroots level to discuss current issues in WH maritime safety administration which the author worked. In addition, we also dig little deeper in the effect of the cominginto force of the STCW Convention to the actual work of seafarers’ competency management in WH maritime safety administration. On this basis our paper reconstructed the system of seafarers’ competency management in WH maritime safety administration in order to improve the management system and mechanisms of WH sea area. Finally, we put forward implement measures and policy proposals to reconstruct the seafarers’ competency management system for WH maritime safety administration based on public administration.
