Human resources administration is more and more important during the rise of the Knowledge-based Economy. The Knowledge of people, the quality of people and the competence of people highlighted the core-value day by day in the organize. All kinds of organize take the effective methods to exert the competence of people and strength the competence construct . so that maximize the competence value. It is a vitally important innovation in competence level administration of taxation system. From Nanjing local taxation bureau taked the lead in pushing the competence level administration of innovation in 1998, the competence level administration is introduced into the other local taxation bureaus and national taxation bureaus step by step. It is raised a competence level administration of the experimental unit upsurge. It also has a tremendous effect in practice. However, there is nothing for theory of competence level administration. At the same time, there are lots problems of model procedure and methods in the competence level administration. It is in fumbling phase. Therefore, It has both important academic meaning and practical meaning for research the competence level administration by the numbers. The article try to construct taxation department competence level administration system from both theory practice and practice by using modern performance of public administration theory and researching and summing the practice of taxation competence level administration. This article introduce the innovation background of competence level administration firstly, then it analyzed the ecumenical theory of competence level administration and content of relative taxation department competence level administration, it also expatiated the meaning and the function of competence level administration . It addressed the practice in taxation department's competence level administration innovation. This article analyzed the existing problems and summarized the experiences and efforts for competence level administration. Furthermore, I bring forward a assume that construct the taxation department competence level administration system according to my experience of human resource administration for many years. It will construct a new and normative competence level administration through design the grading the competence level, an anglicizing the station value, administration performance, carry out the competence level. At the same time, it will address the suggestion and assume about relative system plan and design. This article aimed to give some idea for taxation department's human recourses administration and development.
