The country will develop, the transportation must go ahead of the rest. The railway is regarded as the main artery of national economic development, playing an extremely important role while accelerate our country's modernization. In order to meet the request of innovation and development, the Ministry of Railways put forward the railway leap-type development strategy in 2003. To realize the goal of railway leap-type development strategy, the human resources is the first key element. As for railway enterprises with lower diathesis employee and 82 percent of the employee are workers, to construct a higher diathetic transportation front-line staffs team is the key for human resources development and it doesn't part from workers training. Nevertheless training activity and working efficiency of railway workers are influenced by long-term staying at planned economy age of training conception, lacking pertinence and efficiency of training and the bulk of the training is formalistic. So it's a big problem to harass railway enterprises all the time that how to train effectively.This paper takes Chengdu Railway Administration that is affiliated with the Ministry of Railways for an example. Using the theory of training and development of human resources in modern enterprises to analyze and research on the status quo of training and development of human resources in Chengdu Railway Administration. Holding general workers training circumstances that is through questionnaire research and talking with several transportation front-line workers and vocational education teaching staff. On the basis of it, The present writer puts forward the training amendatory projects and training courses needs of railway line worker monitor in Chengdu Railway Administration.In the amendatory projects, the ambiguity and overlap of training duty in related training departments are solved mostly by amending organization framework. It also advances ten proposals to enhance training efficiency around labour and personnel system reform, training system, training needs analysis, etc.
