However, due to the Fukushima nuclear accident, nuclear power safety issues are increasingly worried by all countries. Under the public pressure, some western countries even raised the policy to gradually abandon nuclear power. Opportunities always walk along with challenges and benefits always coexist with risks. Despite the existence of safety risks, the nuclear power is still the most efficient and clean energy so far. strengthening the research on the essence of nuclear safety is the correct way to use nuclear power safely and efficiently. Nuclear power has no small issue. Even a small part also has its independent function and will have a critical impact on the operation of nuclear power.Starting from the research on procurement quality management of CV penetration sleeve, which is a category I, non-standard, nuclear grade II forging part in the world’s first AP1000 nuclear power plant, this paper aims to find out the key aspects affecting its procurement quality management. Based on the research, this paper expects to get a comprehensive understanding and provides a specific improvement paradigm on nuclear power essence safety.Employ the combination of qualitative analysis and quantitative analysis, theoretical research and empirical research, and comparison analysis, this paper conducts a comprehensive analysis on nuclear grade CV penetration sleeve procurement quality management general process and sums up the general rules in the process of procurement quality management. Based on the analysis on those general rules, this paper aims to find out a series of key problems existing in traditional quality management which serious affect the procurement quality management and need to be improved. With the analysis on those key problems, this paper proposes new countermeasures and solutions.As a nuclear grade II annex part on the steel containment vessel in AP1000 nuclear power plant, CV penetration sleeve is a typical non-standard nuclear grade forging part. The analysis on its procurement quality management has a very important and practical meaning. May the general quality management theory guide the nuclear power procurement quality management and in turn, at the same time, may the nuclear power procurement quality management enrich the theory of quality management.
