Yulin energy chemical industry relying on the abundant and high quality natural resources endowment to high-speed development, to form the cluster of coal, oil,natural gas as the main form of energy chemical industry cluster.But the traditional cluster development rely on wasting natural resources way, lead to environmental degradation, coupled with the current economic crisis and other issues.This makes the backward production technology, improve the ecological carrying capacity, green development mode choice, economy and the resources to realize the sustainable development has become an important issue worthy of our in-depth study.Frist of all, the paper based on the industrial cluster and energy chemical industry green transformation on the basis of related theories and literature,establish theoretical support.Secondly, analysis of yulin energy chemical industry cluster development present situation, pointed out that the imbalance of industrial structure, the natural development of the environmental damage, short industry chain, low product added value, and by using PEST and SWOT analysis model respectively for cluster green transformation of external conditions and their own conditions are analyzed.And the results show that the industry cluster green transition has the advantage and motivation.Thirdly,through the analysis of key projects in recent years, summed up the green transformation of five kinds of development direction, and establish the evaluation index system and model transformation mode choice.Applying this model to the transformation of yulin energy chemical industry cluster green direction is calculated,it is concluded that yulin energy chemical industry cluster development green transformation sequence is:Coal manufacturing important chemicals, Comprehensiveutilization of coal, oil, natural gas, and other raw materials,coal and electricity integration, coal to liquids, coal-to-gas. Finally,according to the evaluation results,transformation path’s countermeasures and Suggestions from the angle of government,the cluster and enterprise are put forward.
