Human resources play a basic, strategic and decisive role in the development of socio-economic. Human resources has not been fully developed and trained in China, which seriously restricts the development of China’s economic. However, due to the existing process of training and development management is too qualitative and lacks of quantitative analysis tools, the training and development management of companies produces very little effect. Introduced into training and development management, the human capital theory is used to develop quantitative management tools for training and development in this paper, which has important theoretical and practical significance for solving the problem that how to effectively control the process and the results of development and training management.This paper firstly studies the tasks, challenges and presence of training and development management in researching enterprises, and analyses problems and issues existing in their management process. Secondly, it conducts and summarizes the existing literature, as the theoretical basis of this paper. And then it develops quantitative management tools for staff training and development with the methods of direct reference, situational references reasoning from theory and mathematical induction. Then, it integrates existing work systems of training and development, and builds quantitative activities systems and quantitative management control systems for training and development, on the basis of theoretical studies of human capital and human resources training and development in enterprises, considering the practices of training and development management in researching enterprises. Finally, a case study. We choose FR Institute as the research object. First of all,we introduce the basic situation of the company, the training and development system and the problem existing in the system. Then, according to the human capital investment theory, we design the adjustment policies of training and development for FR Institute.The main results of this paper are as follows. Firstly it summarizes problem and the causes in the process of training and development management in researching enterprises through investigation. Secondly it further integrates and develops quantitative management tools for training and development based on existing theories with direct reference and other methods. Thirdly it builds the " training and development system based on human capital operation". This new system integrates the traditional system of training and development and the process of human capital investment, and adds quantitative control point into qualitative process of training and development, in order to improve the efficiency and effectiveness of training and development management.
